Shandong Province, Analysis And Development Of E-government Research

E-government refers to the procedure of all links in which governments employ modern information technology in exercising their administration and service functions, so as to break the control caused by time, space and department division of traditional governments therefore,goverments can promote their self-supervision, enhance the working efficiency and provide the integrated high-efficiency, high-quality,and clean administration and service to the public.E-gov building has undertaken all over the world for more than 10 years. The past decade witnessed the rapid development of e-government . Generally speaking, the expected results were achieved during the initial period of e-government development. The employment of internet built closer ties of governments with enterprises and the people, and offered better service to the society. The past ten years also saw the rapid development of governmental informationalization and e-government construction in China. The construction of e-government systems has began to take shape.Great progress has been made for the contraction and application of governments' portal websites. The first-phase engineering of national e-government standard system has been basically completed, and the basic work and manegement system of our country's e-government network has gradually taken shape.As a large coastal province, Shandong provice took an early step for e-government construction. With the increasingly speeding-up of e-government development at home and abroad, Shandong Province made great advancement in the fields of e-government network construction, on-line service capacity, development of information resources, network and information safety as well as the development environment. However, compared with developed countries, provinces and municipalities in China, there exists tremendous gap and weakness in Shandong's e-government construction. For example, there is a lot of problems and uncertainties in e-government designing philosophy , management system, unified planning and guidance, legal guarantee and investment, some of which have become the bottleneck of Shandong's e-government development, and restricted the sound and harmonious development of Shandong's economy and society. Analysing the current situation and existing problems of Shandong's e-government construction, and drawing on the successful experience and practice of the developed countries and the developed provinces and municipalities in China, this paper tentatively presents the future key areas, goals, the principle to follow anddetailed solutions for Shandong's e-government development, with a view to making contribution to e-government construction of Shandong Province.
