Thinking Of Democratic Parties And Local Organizations In Politics Capacity Building

To make further strengthen Multi-Party cooperation and Political consulation system was lead by the Communtist Party then promotes Socialist political civilazation in terms of adapt to the needs of Multi-Party cooperation. Democratic parties as participating parties have to strengthen capacity-building of participation in political as well as improve overall level of Parties. Which of the local organizaions maintain with massive members of parties where is the important fundation for the responsbility of whole Demoratic Parties , Meanwhile , the ability and level of participting Parties usually decided by potential of overall function to the participting parties of Democratic Parties.In September 2004, the fourth Plenum of the 16th Chinese Communist Party Central Committee has passed the decision for building up the Party's governing capacity, and subsequently, building up the democratic parties' capacity for participating in and discussing the state affairs has been put on the agenda. In February, 2005, with the introduction of "On the opinions of how to strengthen the multi-party cooperation and political consultation under the leadership of Communist Party of China", Chinese Communist Party has set forth a new and higher requirement on the democratic parties' capacity for participating in and discussing the state affairs, which is the important form for democratic parties to take an active part in nation's political activities and develop the socialist democracy. However, there is still a gap between the status as well as the development of the democratic parties' capacity for participating in and discussing the state affairs and its role as well as its responsibilities during the development of democratic politics. To meet the needs of the time, it allows of no delay to building up the democratic parties' capacity for participating in and discussing the state affairs.This article has both illustrated the related concepts and defined the measure criteria for participating in and discussing the state affairs. With the example of Jiusanxueshe in YangPu district of shanghai, this article has systematically analyzed the current situation of its building capacity of participating in and discussing the state affairs and has found out the deep-seated problems. In light of the problems of participating in and discussing the state affairs rooted in the local organizations of democratic parties, this article has concentrated two aspects to improve the capacity of participating in and discussing the state affairs: one is self-building, and the other is system-building. From the author's point of view, guarantee system is the core element to improve the capacity of participating in and discussing the state affairs. And according to the indicator of participating in and discussing the state affairs, the author has brought up the idea of building up the evaluation system to evaluate the result of it. In this article, the author has emphasized the research on integrating the theory with practice that the role of participating parties of the first line. it expands the research area of the parties participating the government and political affairs and plays an active role of improving and developing the theory system of Party building.
