As an vital resource,data is getting more and more attention in recent years.And the government is taking an irreplaceable role in the process of open government data as it controls numerous and abundant data of the country.To comprehensively utilize what data we have,the government should open all data that are closed bound up with people’s life,so as to promote the development and utilization of data and create added values.Open Government Data Movement,which origins from the U.S,is growing vigorously worldwide,involving both developing and developed countries.And governments at all levels have established or are establishing their own open government data portals.In China,though the practice of open government data portals just has a history of less than seven years,it has accumulated some useful experience.However,compared with international advanced practice of open government data portals,China is still in the childhood and there are many weaknesses need to be dealt with.Therefore,it’s necessary to analyze the circumstance of China’s practice of open government data portals in a systematic way,and find the gap between China and the advanced ones,so as to boost the improvement of the practice and offer experience for the establishment of national open data portals.On the basis of the studies of open government data portals at home and abroad,this essay proposes a Quality Evaluation Method comes from Sa’ez Marth’n,which consists of three levels:content-based subindex,semantic subindex and functional subindex.Then combined with domestic studies,the essay further proposes 12 items to evaluate the open government data portals of Beijing,Shanghai and Wuhan,and points out the weaknesses and problems during the current practice comparing with New York and London,and finally puts forward a set of targeted and specific advice and suggestions.
