With the state's coordinated development of urban and rural areas and the increasing importance of rural construction,as the leaders of grass-roots construction and development,the employment status of township cadres is not only related to the overall organization atmosphere of the township government,but also concerns grass-roots governance and social development.However,according to the relevant reports and studies,the township cadres face many pressures and difficulties from the internal and external environment in their careers.Their work burder is heavy with little income and difficult promotion.Management system and other issues have become major troubles in their career development.The survey shows that the working enthusiasm of the township cadres is not high with obvious job burnout,which has hindered the administrative efficiency of grass-roots government.The studied township cadres in this paper refer to the civil servants who occupy main leadership positions in the township administrative level.They are the main leaders in the township,but also the "end" at the administrative system.They directly handle the grassroots people's problems and implement the policy,accept the assessment and accountability from the government of higher level so that they bear much professional pressure and challenge.Based on realistic policy and status,this paper investigates the government leading cadres of T Township in A Province as a case,and analyzes the occupational dilemma and the causes on the basis of Synthesizing Motivation Theory,and puts forward the corresponding countermeasures.This paper is divided into five parts: The first chapter introduces the reason and significance of the topic,and list the relevant literature research results at home and abroad according to the topic,which provides reference and research concept for this article.Besides,this part elaborates the investigating target,research method and frame.The second chapter is the main definitions and theoretical basis.And the third chapter focuses on professional dilemmas which are rooted in the facts of the investigation;the fourth chapter analyzes the factors that lead to the township cadre occupation dilemma,which is based on Synthesizing Motivation Theory;The fifth chapter puts forward approaches to solve professional dilemmas of the township leading cadres,that is,to play the role of comprehensive incentives.The whole paper research also includes the basic knowledge of grass-roots administration with practical and academic significance.
