Transformation Of The U.s. Intelligence System (2001-2009): Prospects And Challenges

Since its foundation in 1776, the United States intelligence community, having grown from nothing, has gradually become the most sophisticated and powerful intelligence system in the world and play an critical role in foreign and security policy-making while remain under readjustments and changes. To answer the challenges of the growing complexities of domestic and international circumstances, especially with the background of war on terrorism, an all round of reform of intelligence community has begun. The experience and lesson from its reform are well worth seriously summarizing.Firstly the article introduce intelligence theory and intelligence's relationship with diplomacy and national security policy making in order to illustrate how the U.S. Intelligence community adapt itself to meet the needs of policy making. And then, this dissertation reviewed history of the United States intelligence and the current domestic and international background it is facing.Afterwards, the article goes on to analyze the main structural and mechanistic problems followed by the two commission reports, especially focused on organizational reform in 21st century, evaluate the effect of the reform and make our own assessment in the late part.Finally, this paper look forward to the latest reform goals of Obama administration, and try to select the refined and discard the crude from the United States to summarize its distinguished characters for China's State security work.
