Research On The Public Security Intelligence Collection From The Perspective Of New National Security Concept

Since the new century,China has faced major changes in international and domesti c situations.To this end,the new generation of leadership collectives with President Xi Jinping as the core has put forward a new national security concept-the overall nation al security concept.The new national security concept emphasizes the importance of non-traditional security fields.Non-governmental organization has dual attributes in Chinas s ocial governance and poses certain threats to China’s non-traditional security fields.In or der to deal with the threat effectively,the new national security concept gives the public security organs the power to supervise the non-governmental organization,and puts for ward higher requirements for relevant intelligence collection work: First,intelligence coll ection should have a higher ideological position;The second is to pay more attention to public information and dynamic information;The third is to improve the overall quality of intelligence collectors.Based on reading domestic and foreign literature and on-the-spot visits to the frontli ne public security intelligence department,this paper introduces the basic concepts of the new national security concept,public security intelligence,intelligence collection,non-go vernmental organization,etc.,analyzes current situation and significance of non-governme ntal organization and summarizes deficiencies of non-governmental organization’s intellige nce collection work under the new national security concept: First,relevant laws and reg ulations need to be improved;Second,the intelligence consciousness of intelligence colle ctors needs to be strengthened;Third,insufficient use of intelligence in the process of in telligence collection;Fourth,the work specification for intelligence collection has not bee n implemented.In view of the current deficiencies of the public security organs in the non-governm ental organization intelligence collection work,combined with the specific requirements o f the new national security concept,through the reference to the relevant intelligence col lection legislation and other countries’ successful experience in non-governmental organiz ation supervision,this paper advances some specific measures for improving non-govern mental organization’s intelligence collection work: First,improve the legal system to ens ure that the intelligence collection work has legal basis;Second,broaden the source of i ntelligence collection and promote the integration of intelligence collection channels;Thir d,introduce cutting-edge technology to promote intelligent intelligence collection;Forth,carry out targeted selection and training to improve the capacity of non-governmental or ganization intelligence collectors.
