The international development aid is a complex subject which covers knowledge of politics, economics and morality, and is also a matter of realistic and theoretic meaning. Development aid is considered as a booster of international relations, which states clearly the important role it has played in international arena. China and U.S. are all earliest supplier of aid in history and most influential powers in the new era. Due to these, the policy directions of these two countries affect the third world's international politics greatly.After the cold war ended, the Chinese and U.S. development aid policies all undergone fundamental changes. Through development aid, China intend to expand its international influences, bring more enterprises into world market to increase their shares in the world, accelerate unity of its territory, and keep the prosperity of neighboring countries to let it self concentrated on its own construction and economic development. The Chinese Government putting efforts to integrate the economic cooperation and development, and hope they can collaborate and accelerate with each other. However, with the expanding of Chinese aid in size and scope, its policies were denounced and blamed by other parties, especially the U.S. The Chinese polices on development aid became a disharmonious tone for them. My essay is going to state the fundamental differences between these two countries, basically about the aid notions, the aid policy making processes and most importantly about the much more debated tied aid. My conclusion is, the fundamental reason for the quite differences between China and U.S. in foreign development aid is that, the U.S. supplies aid based on political and security purpose, and China is based on economic and commercial development purposes. However, the manner tends to resemble with each other. On facing Chinese rapid economic growth, the U.S. is trying to urge China to change its unharmonious polices. To some extent, it is a good sign for China, and the Chinese Government should grasp this un-come-at-able opportunity to engage itself into the design of international regimes. The purpose of this paper is not only to supply the administrators with methods of coping with the accusation and win the rights to speak in international arena, but also supply some suggestions on how to develop a more mature policy of the Third World.
