In the last few years , with the deep-going of reform and opening-up ,the turn- taking of old systems with new ones and the speeding up of the development of urban construction, inherent the traditional statical stable schema was broken by far under the planned economic system . Great changes have taken place in economy and social structure in China. There are more and more economic sectors,organizations, ways of employment , benefit relations and assignment ways, etc. The conflict in people's interior benefit from economy, politics and society are emerging, which causes the growing number of the mass security incidents, and have a bad effect on social stability in the period of reforming and openning-up to other countries.The frequently occuring and widespread mass security incidents, as well as its anti-kind have drawn the attention of the whole society. Also the party committees, government and public security organ have put their stress on governing the nation and keeping social stability and unity . In recent years , we have done massive work, made great achievements, and also got much experience. However, except for the stable situation, there exist some bad factor, that is, mass security incidents caused by the internal conflicts between natives, which holds back the development of economy and spoil the stablity of society. If not handled properly , they will surely lead to series of social problems that are hard to imagine. The complecting of reasonable demands and illegal means of the mass and the their fury make it hard to deal with the incidents. How to effectively prevent and properly handle the mass security incidents will be a great challenge to the government in a certain time.Combined with the working experience of the police in preventing and handling the mass security incidents and based on the scientific definition and character, the essay states in details the characters and harm of the mass security incidents and deeply analyse the causes of them. Learning from the experiences of other countries, do some research on how to prevent and handle the mass security incidents occuring in our country.There are seven parts in the essay. Part one is introduction, in which the context and signification is introduced. The definition, characters of the mass security incidents is stated in part two. And in the sixth part, current situation of dealing with the mass security incidents, and the problems emerged in the handling process. In the last part, based on the situation in China, the author makes some suggestions on what to do to prevent their occurring and the measures to take to handle the events.
