Mass incidents as specific clusters caused by various social contradictions have different specific nature, but they are still prevalent in the social life of the rest of the world. In china, along with the reform andopening-up continuously deepened, the Chinese society has entered a transition period, the social structure has undergone great changes in society as a whole-face stage, the conflicts of interest among various interest groups caused varying digress of social turbulence, resulting in a large number of mass incidents, and the scale and form of escalating into an important factor of affecting social stability. It is considered that mechanisms of civil rights of protection, alienation of grass-roots public powers, and the anomie of the public service officiers' behaviour , the legislative vacancy of prevention and disposal of groups incidents, and mechanisms as well as society in which the rule of law foundation drawback is the main reason of occurring mass incidents frequently. For the effective prevention and the handling of mass incidents, first of all we should make a distinction between the polioil nature and leagal in nature of the group incidents, attention is necessary to be paid to understand and grasp incidents from the rule of law visual, adhere to rational principles, sterile principle, in accordance with the law principles and the timely and ldelisive principle, try to put the prevention and management of groups incidents into the orbit of rule of law in that it is necessary to perfect the right for the citizens protection mechanism, creating the early warning disposal of mechanism of group incidents, efforts to enhance the entire society's awareness of the rule of law, which can achieve on colony the incident curing both the symptoms and the cause.
