The system of government employee is a new type of mechanism for human resources in the new labor market, and it is the innovative measures that local governments take in response to the lack of senior talents in current government system before the reform of national general administrative system. Although the implementation of the system of government employee is of great significance, it has exposed some tendentious problems after being applied by local governments for a period of time: firstly, the system of government employee goes adrift from the current law; secondly, to improve working efficiency of administrative organs and institutions through implementation of the system of government employee and introduction of competition cannot be achieved in the short run; thirdly, it is lack of scientific access standards, procedures and assessment; meanwhile, since all the government employees are appointed for a short term, the development of their career has no guarantee, which causes low working enthusiasm of government employees and thus affects the stability of their work. All the problems above are the major choke points that affect and constrain further play to the advantages of the system of government employee and its healthy development. Consequently, we should bring it into accord with China's national conditions, learn experiences and lessons from other countries, improve laws and regulations as soon as possible, construct China-specific system of government employee and formulate the scientific system of human resources management under the system of government employee.By applying research method of empirical study, this paper chooses a representative institution as the subject of investigation in which the system of government employee is adopted. The survey focuses on aspects such as to what degree the employees are satisfied with their salaries and their jobs, the effects of achievement evaluation and motivation mechanism. Through empirical study, it discovers problems and then proposes solutions and measures for improvement. This paper discusses the system of government employee, which is a new mechanism, form the perspective of motivation, basing on Maslow's hierarchy theory of needs. It has provided references for orientation and management of the system of government employee, and the combination of this system with the system of civil servants. At the same time, it analyzes effective modes for stimulating government employees in the new labor market from the angle of human resources, and puts forward trains of thoughts for studying the system of government employee.
