The government employee system is the inevitable product of development of marketeconomy and globalization, informationization unceasingly thorough, it is accompaniedwith the world trend of new public management and innovation, is the various countries toimprove the level of government administration and public service efficiency in thegovernment personnel management system a useful. Requires a process of anydevelopment and improvement, the system of government employee is no exception, aslong as it is for national reform and development, we should dare to practice, through theimprovement of relevant systems, exploit its advantages, its disadvantages inhibition. Asthe special nature of government functions, the traditional civil service system and therationality of its existence and irreplaceable, it is still the subject of government personnelmanagement system. At present, with the deepening and perfecting the administrativesystem reform, performance evaluation as an effective tool of government administrationand the Chinese government innovation, more and more attention, especially in thescientific outlook on development and a correct view of achievements as a guide, in thepremise of national height takes seriously, the government performance evaluation hasbecome a hot topic, performance evaluation pay close attention to the social development,evaluation of local government performance theory was discussed, the relevant researchand practice experience, especially have made great achievements, but also accumulatedprecious experience. Unfortunately, because of China’s government performanceevaluation is relatively slow, due to the diversity of development in China, to develop itsown complexity and regional imbalances that target the performance evaluation ofgovernment is full of uncertainty, government performance evaluation in our country thereare some important problems to be solved in practice. As a newly developing governmentperformance evaluation of the country, China’s government performance evaluation systemboth at the beginning and exploring stage, need to be perfected constantly. This requires us to government approval in the whole society’s position seriously, gradually realize thefunction of the government. In fact, should use the most economical means, to provide thebest quality service to the public, and do practical things for the people, make peoplesatisfied with the government. Now, with the advent of knowledge economy, politicaldemocratization, market economy and globalization, the democracy movement in attentionmore and more, therefore, in the public administration, the public and media eyes, putforward higher requirements on government administrative personnel’s responsibility,people pay more attention to governance and performance relates to the vital interests ofthe masses into full play, not the government do. In addition, the development of social,economic and political increased requirements related to government behavioral flexibility,only to take effective action, social response and demand a timely response, to enable thegovernment to respond effectively to the needs of the society the government to solverelated problems.Through concrete analysis of government employee system, starting from thedifference and connection between the connotation, and civil service system, furtheranalysis of the current situation of Shenyang, the system of government employeemotivation and typical model, evaluation of Shenyang government employee systemperformance, countermeasures and suggestions and then draw the Shenyang governmentemployee performance evaluation, through the study of the law system, mechanism,occupation planning and promotion, more to deepen the theoretical research in this area,combining theory and practice to play a certain guiding significance. This paper is dividedinto six parts:Analysis the first part of the route of the research background, research significance,domestic and foreign related research, research methods, technology and main innovativepoints, laid the foundation for the research of chapter five. The second part is the definitionof related theories of government employee system, from the origin and definition ofgovernment employees, government employee system theory, the connotation ofgovernment employee system and the basic characteristics of the three basic aspects, including the theory of government employee system, from the new public managementtheory, contingency theory, principal-agent theory the three theories to study theconnotation, the government employee system and the basic characteristics, discusses thegovernment employees and civil servants of the difference and the relation, governmentemployee system and civil service system the difference and the relation, the governmentemployee system and the basic characteristics of connotation. The third part, ShenyangCity Hall status of the implementation of government employee system, from theShenyang city hall to implement employee motivation, Shenyang city hall, governmentemployee system of the typical model two aspects to elaborate, which causes from thegovernment objective demand, government employee system advantage, employees ofgovernment employee system and civil service system research parallel to the benign. Thefourth part of the Shenyang City Hall employees system operational performanceassessment, the assessment from two aspects of Shenyang City Hall employeesperformance incentive theory, Shenyang City Hall employees performance transparency tostudy. The fifth part established Shenyang City Hall employees system countermeasuresand suggestions, from strengthen employee system theory research, perfect the laws andregulations, the government employee system of law, the government employee systemimplementing good occupation planning, setting reasonable occupation of promotionchannels, optimize the operation mechanism of government employee system these fiveaspects to research. The sixth part is the main conclusions and deficiencies.
