Under-developed Regions In The Cultural Transformation Of Government Functions Studied

The culture, which is the sum of the material wealth and spiritual wealth created in the practical process of human history, is at the soul position in a national or an area economic and society developments. In order to adapt and then impel the development and transforming of economic and society, it is urgent to impel cultural transforming practically, to make fully use of culture in enhancing the quality of people and to provide solid thought foundation and spiritual power for the development of economic and society.In this thesis, based on the analysis of cultural root cause of the gap in the economically un-developed area, it is proposed, through cultural transforming, to mold the new personality, to integrate various society strength, to guide to the common sense of the recent development strategy and to construct the new psychology anticipation of the entire society. In addition, based on the analysis of the negative factors, which are unsuitable for the economic and society development, in the traditional culture of Yiyuan county representative of Lu culture, it is also proposed that the goal orientation of culture transforming of the economically un-developed area is to convert from pure agricultural to multicultural (including agriculture, industry and commerce), from the enclosed culture to opening culture, from the emotional culture to scientific culture, from the static culture to dynamic cultural, thus realizing the goal to stimulate economic and society development of such un-developed area through cultural transforming.It is believed in this thesis that impelling cultural transformation is the centralized manifests of the government's cultural advancement functions during period of society transformation. The existing problems of traditional cultural function of our government formed in the planned economy time are also analyzed. It is suggested that in order to realize the culture transforming and then impelling the transforming of economic and society, the government needs to fully play its role in guidance, leadership, coordination, and service function in the cultural development, realizing the economic and society development and culture reforming simultaneously, consolidating the achievement of economic and society development by the cultural transforming and impelling the economic and society development well and quick. Based on the above analysis and taking Yiyuan county, which is economically un-developed area, as an example, the measures for the government of economically un-developed area to display its functions in culture transforming are also proposed, namely: formulating culture development plan to guide the tendency of social psychology development; Constructing medias for cultural development and propagating to form a system promoting culture transforming; promoting the optimization of industrial structure to impel the reform of production notion; advancing the adjustment of the "prosperous people" project and strengthen the Yiyuan person's up-to-dateness; promoting the cultural development, upgrade the county's cultural soft power; displaying the natural superiority to implement traveling impetus strategy and strengthen the exchanges with the outside areas; perfecting social security system to lay the social basis for cultural transforming; Speeding up the transforming of leaders from the agriculture based to industry based to display the leaders' functions in modeling and leading.
