| A dream in our Chinese’s heart from generations, that is rising by peaceful, being a strong country with modernization, and every Chinese has a happiness life. The modernization of national governance, will help to indicate the direction and to realize China’s dream. As a bigger country, China has the largest population, the larger land and the longer history in the world. China’s modernization cannot achieve in the same pace all over the whole country. It like an unpredictable order, some come early, the other come late. County-area is a basic unit in China’s administrative area, it has some integrity and some independence relative. County-area-governance provide a good experimental basis for the national governance. Especially,some developed-county-governance have reforms and innovations which practice earlier than the national governance reforms. Exploring the developed county governance may provide reference for the late-develop-county, it also provide the fresh food for the modernization of the national governance. A new-round reform and transformation opportunities of Jiang-ning District of Nanjing Municipal is coming. What the purpose of this paper is groping for the Serving Type Governance Mode in developed-county-level area, including district of Municipal area.This paper agree with the method that the governance can divided into three types. That is, rule-type-governance which rule by power mainly, and government-type-governance which rule by law mainly, and serving-type-governance which rule by virtue. Most of developed county areas have entered into the last industrialization, some areas have entered into post industrialization. Developed county areas should tamp the foundation of the-rule-of-law, at the same time should turn the government-type-governance into service-governance which core value is service. There are four problems in the-developed-county-area’s governance. The first, developing cannot last for ever. The second, it is difficult to reach a consensus for reformation. The third, the reform direction and goals are not clear. The fourth, it is difficult to turn innovation experience into institution. Analysis the causes of the developed county governance problems, there are two type of reasons. Look from the surface, the reason is which insufficient attention come from the top-level design, and the lack of inner drive come from county. From the deep cause, there are three other reasons. The first, it is difficulty to eradicate many abuse of rule by power. The second, the rule-of-law exist defects, and government governance is not the best. The third, the rule-of-virtue practice period is not long, and the serving type governance just begin shortly.This paper demonstrated why a developed-county-level area shall promote the Serving Type Governance, and how to get it. This paper researched the governance of twenty-one developed-county-level areas which come from along the coast or big rivers in China, two county areas inland included also. The focus of research is the structural establishment of the government or the local branch of CCP and the fruits of development in county-level area. Some methods is used to analysis and demonstrate, including the general principles of Public Management, such as Theories of Public Organization and Public Management Ethics. The paper found the following truth in the developed-county-level area, the Domination Type Governance Mode is changing to the Rule by Law Type Governance Mode.Although these areas got some achievements in economic and social, many deep-seated contradictions and problems in the reform and development have not been thoroughly resolved. The pure domination is threw away, and the Rule by Law is coming. The requirements of development to accelerate the advance of socialist modernization arouse a new Type Social Governance Mode.The paper draw a conclusion that the developed-county-level area must carry forward the Severing Type Governance Mode. Some ways following can get it. The first, let the Severing Value as the core value all around the local area in the form of public management. The second, respect the laws of Love Have Gradation. The third, build the Humanization System Construction and System Design,and Good Moral Norm by service-oriented. The fourth, cultivate the citizen Virtue Morals actively and encourage them gain Moral Cultivation quickly. When the county-level area turn to Moral Rule from Domination Rule or Law Rule, thus the society can get sustainable development. The government can promote the interests of the general public continuously also. In the end, the paper put forward suggestions and prospects which the developed county area should put serve as the core value, put county governance reform to comprehensively and deeply, clarify the boundary of the government, market and society respectively. The first, the county committee of the communist party of China should improve coordinate ability of ascension.The second, the county committee of the national People’s Congress should have right of important decisions and supervisions. The third, the county government should innovate the service function. The fourth, the county social organization should be strengthened. The fifth, let the market play a role of resources allocation decisions. The sixth, promote good moral and good laws for citizenThe phenomenon of lacking ethics exist all around us nowadays, this paper is a reference to govern. There are some benefits to modernization construction in county-level area also. There are two innovations in this paper. The first one is trying to find application of law to the serving type governance mode in the county governance which from the governance practice in many developed counties for reference. The second one is the use of ethics especially general principles of Public Management Ethics to provide intellectual support for county governance. The deficiency of this paper is the reality of the developed counties which have not fully developed, have not yet finalized, have not perfect. Time is needed to test these examples further. |
