On China's Community Correction System For Juvenile Offenders

Widespread reform of punishment way on offenders in the world began in the mid of 20th century, especially in recent twenty years. Community-based correction is relative to prison correction. It is a way of correction for those who committed minor offenses that do not have big social consequences or those offenders who have truly performed well in correction.Community correction is a manifestation of social civilization and progress. Many contries have established perfect community correction on juvenile offenders, however, this system is still in experiment period in China. Despite the initial successes, there have cropped out a number of problems and hidden worries with the deepening of the experiments.This paper includes three parts. The first part presents the concept of community correction and the juvenile offender, the development history of community correction , and the necessity for china to develope it.The second part shows the advanced experience on cummunity correction of developed contry through analysing their legislation and practice.Finally , it introduces the experiment of this system in china, analyses the existing problem, and provides personal advice on how to perfect our community correction system for juvenile offenders.
