Playing a crucial but sensitive part in the government human resources administration, the management of civil servants' compensation has imposed a great bearing on the effectiveness of government functions. A rational compensation system can mobilize civil servants' working enthusiasm, attract more talented people to join the civil servants force and advance their integral quality. Meanwhile, it also serves to enhance the efficiency of various governmental departments, while ensuring the honesty and integrity of civil servants to a certain extent. Being an individual and financial issue at micro level, the compensation system of civil servants can be viewed as a social and political one at macro level in the meantime. Its substantial function and strategic meaning to public officers and departments have been realized by governments all around the world, who is now attaching great importance to the theoretical studies and reform practice concerning this topic.Decades of reform and development has brought along a constant amelioration of the compensation system of civil servant in China, which has played a positive role in terms of safeguarding the stability of the civil servants force, improving their quality and upgrading governments' administrative efficiency, etc. However, with rapid economic social and economic growth in our country, the compensation system of civil servants falls behind in certain aspects. A comparison with countries possessing advanced management experiences shows there are many items to catch up in our compensation system.In 2006, the promulgation and implementation of Civil Servants Law of People's Republic of China fueled motivation and opportunity for a new-round reform on the compensation system of civil servants in China. This thesis mainly analyzes the status quo and existing problems in the current compensation system of civil servants; by resorting to foreign experiences and advanced concepts on this issue, it develops some suggestions on the improvement of the compensation system of civil servants, together with some tentative discussions on its further reform.The fact that the establishment of a compensation system of civil servants is a complicated and systematic project requires it should be included into the overall plan of the reform on civil servants system establishment and even the administrative system, with interactions among each other. No other direction but this can fully activate the stimulating function of the compensation system, draw elites into public departments and finally achieve an optimization of the civil servant force and an elevation of government's administrative efficiency.
