National Public Emergencies In Emergency Management

Public crisis breaks out continually in modern society, traditional emergency management systems in our country have been confronted with challenges from all kinds of crisis. The establishment of a new emergency management system has not only become an urgent task, but also Chinese Communist Party and the central government have attached great importance to it, which have been constructed like a raging fire as a strategic task in governments at all levels. Through an effective emergency management system, the management of public crisis will bring into a ready,step-by-step,methodic process, which can effectively guarantee the continuation of government functions and will be to minimize the losses to a minimum.In recent years, with the progress of reform and opening to the outside world and the implementation of large-scale development of the western region , all kinds of public crisis breaks out more and more frequent in regions inhabited by ethnic groups of our country. Those public emergencies not only intimidate to the lives and safety of the people of ethnic minorities to a certain extent, and because the huge loss of economic and property were caused by various public emergencies, they have seriously hindered the socio-economic development,social stability and the process of building a well-off society in an all-round way and modernization of regions inhabited by ethnic groups. Compared to other regions, these public emergencies in regions inhabited by ethnic groups have a lot of remarkable characteristics in the features,manifestations as well as causes, such as concealment,complexity,defeasibility and internationalism, etc, which decide the particularity of public emergencies and require new ideas and methods of research.
