The Evaluation Of Government Emergency Management Capability In Northwest Ethnic Regions Based On Structural Equation Model

Due to the special natural conditions and the complex social environment,various public crisis events in ethnic areas,regardless of their causes or serious consequences,are different from the inland provinces and have considerable particularities and complexities.This particularity and complexity are mainly reflected in the following: the general reasons for economic transition and social transformation,as well as special reasons such as ethnic religions and customs;both the general impact of public crisis events and the emergence of national unity and national security.The special impact.These objectively increase the difficulty of emergency management of ethnic local governments.Adapting to the increasingly complex and ever-changing public security situation,attaching importance to and improving the emergency response capacity building of ethnic areas,effectively preventing and reducing all kinds of emergencies and their impacts is of great strategic significance for the realization of economic and social development and long-term stability in ethnic areas.Strengthening and improving the emergency response capacity of local governments requires a scientific and effective evaluation of the current state of emergency management capabilities of local governments in ethnic areas.Taking the Huangnan Tibetan Autonomous Prefecture of Qinghai Province as an example,this paper uses the structural equation model to construct the evaluation model of the emergency management ability of the national regional government from the aspects of monitoring and early warning capability and information communication ability,and carries out the reliability and validity test of the evaluation model.Based on the correction of the hypothetical model parameter estimation results and the standardized path coefficients,the local government's emergency management capabilities in ethnic areas were scientifically evaluated.The study found that monitoring and early warning capabilities,emergency organization adjustment capabilities,emergency control capabilities and emergency support capabilities have a significant positive impact on emergency information communication capabilities;emergency information communication capabilities have a significant positive impact on emergency decision-making capabilities;Communication ability,emergency decision-making ability,emergency coordination ability and after-treatment ability have a significant positive impact on emergency response capabilities.There are correlations between the four factors of monitoring and early warning capability,emergency organization capability,emergency control capability and emergency support capability,and the three kinds of intermediary variables such as information communication ability,emergency decision-making ability and emergency coordination ability generate emergency response capability.influences.Emergency communication skills are the intermediary variables that influence the government's emergency response capabilities.From the perspective of the specific impact degree,the emergency decision-making ability has the highest impact on the government's emergency management capability,followed by the emergency coordination ability,information communication ability and after-treatment ability.The level of government emergency decision-making ability has a direct positive and positive impact on the government's emergency response capability.
