The Responsibility Of The Chief Executive To Rescue Ethical Dilemmas

In recent years, with the continuous development and new demands of social politics and economy, public administration also turns its focus from administrative efficiency to the pursuit of administrative value. However, in the administrative activities, the value standards and moral norms are not neutral, but rather need the administrative subject to give moral judgments and ethical choices. This makes the administrative subject, who plays multiple roles, has various interest demands and is subject to many right constraints, always in a dilemma. The theoretical analysis and exploration on way of administrative ethics predicaments and responding solutions are very responsible for enriching contents of administrative ethical predicaments research, as well as helping administrative subject out of predicaments to better undertake public administration and maintain public interest.Based on above administrative research and practice, this article reviews the literatures on administrative ethical predicaments by means of literature analysis, and analizes the meaning and causes of administrative ethical predicaments. Then, it summarizes the collected materials, and also lists the four manifestations (or mechanisms) of administrative ethical predicaments and breakthrough point of solution—administrative responsibility. Finally, starting from the systematic analysis through the whole text as well as the mutual connection and interation between the whole and the parts, the article mainly puts forward the viewpoint of administrative responsibility. It points out that, in micro sense, the realization approach of administrative responsibility should keep the ethic autonomy of administrative subject, stimulate the introspection of administrative conscience, shape perfect administrative personality, and enhance ethic education and training. In meso sense, the approach should strengthen administrative ethics legalization construction, build an all-round supervision mechanism, introduce evaluation mechanism and mechanism of rewards and penalties, and establish specific administrative ethics management organizations. And in macro sense, the approach should also cultivate public spirit in the crowds, build the atmosphere of public benefits first, and shape administrative organizational culture. The results of the present reseach not only resolves the problem of lack of theoretical depth in the research of administrative ethical predicaments, enriches the ideal research system and formulas, but also has a practical significance of guiding daily administrative activities of administrative subject.
