The Reform Of Administrative Examination And Approval System Based On The Theory Of Holistic Government

Since2001the state council set up the administrative approval system reform leadinggroup, from central to local levels more comprehensive and in-depth reform, and achievedsome results. But because the allocation of permits reform failed to hit China’sDepartment of horizontal segmentation, long approval, repeated examination not standardprocedures and other issues in the approval field are still outstanding. What the Chinesegovernment provides for the citizen is still the Department, the debris of the examinationand approval service, which cannot satisfies the demand of people that governmentprovide integrated services, thus hinders the further development of market economy inchina more seriously. Therefore, there is important practical significance to explorereform of the administrative examination and approval system based on the concept of theholistic government.This paper firstly summarizes the theory of the holistic of government, and points outthat the holistic of governments the theoretical basis for deepening the comprehensivereform of the administrative examination and approval system. Secondly, from the currentsituation of the administrative examination and approval system reform in China, thispaper mainly analyzes the existing problems in the reform of the administrativeexamination and approval system and its reasons. Thirdly, it introduces the history ofreforms of administrative examination and approval system and the main methods inJapan and USA, and points out that the valuable experience on the administrativeexamination and approval system reform. Finally, based on the analyses of theabove various aspects, it pointes out ideas of the overall reform of administrativeexamination and approval based which mainly include: to transform the governmentfunction, reasonable define of the scope of government powers; continue to promotethe reform of big department system, integrate the functions of similar departments; reliedon the administrative service center, implement joint examination and approval on line andoff line; to develop industry associations and intermediary institutions vigorously; toestablish the mechanism of supervision and improve the administrative examination and approval.Administrative examination and approval system reform in China has beenimplemented for many years, but it hasn’t achieved a breakthrough. In recent years, thescholars based on the holistic government theory to study the reform of the administrativeexamination and approval system provides a new way for us. This article refers to thefundamental research in relevant scholars, adopts the method of combining normativeresearch and empirical research, puts forward the idea of overall reform of administrativeexamination and approval system including the establishment of big departmentsystem, the transformation of government functions, the establishment of thejoint approval platform etc.
