Administrative Environment Construction And Attract Investment

As the important part of soft environment of investment, governmental environment plays an important role. Being an irreplaceable resource, governmental environment is objective. Its functions can not be ignored and can not be changed by people's subjective will as well. It is of practical significance to study the inherent law of governmental environment, promote its positive effect, decrease its negative influence, and make governmental environment service for sound and rapid economic and social development.At present, there are few studies about governmental environment. On the basis of research results of some experts and scholars, this paper attempts to redefine the connotation and characteristics of governmental environment on the foundation of investment environment and public services theories. It points out that governmental environment is the power of influence generating from the process of governmental organs and its functionary to perform governmental functions and offer public services. The paper explains the fair, transparent and convenient characteristics of governmental environment, analyses the importance of governmental environment to attract investment from positive and negative sides, and points out that fair governmental environment is of advantage to the win-win of foreign and domestic capital, transparent governmental environment is of advantage to stabilize the investment and long-term development of investors, convenient governmental environment is of advantage to lower the commercial cost of investors. On the basis of analysis on the current status of China's governmental functions, legalization construction and civil service, in view of the offside, offset and absence of governmental functions, the paper puts forward to define governmental functions accurately and establish service-oriented government, strength and perfect macro-control according to the economic development of domestic market, strength legalization construction, perfect legal system, improve legal consciousness of the public, earnestly transform the work style, firmly establish the consciousness of public servant and improve the quality of civil service.
