| In the context of the reform of "streamline administration and delegate power," and optimization of the business environment,the state promotes the transformation of government functions and continues to pay attention to the improvement of government transparency.As the core element of government transparency,government procurement transparency is not only the basic requirement of modern service-oriented government,but also the objective requirement of building a sunny government in the new era,which is also the key to optimizing the business environment.Therefore,this thesis studies the path of improving the transparency of local government procurement from the perspective of optimizing the business environment,which has both practical and theoretical significance.This thesis summarizes the problems of procurement information disclosure in 31 provinces and municipalities by investigating the local sub-networks of government procurement in China.It tries to use data related to procurement information disclosure in 31 provinces and municipalities.This thesis selects measurement indicators from four sub-environments of the business environment: market environment,governmental environment,legal policy environment,and human environment,and studies the relationship between them and government procurement transparency through empirical analysis.Based on a systematic review of civil society theory,principal-agent theory,new public service theory,and studies related to government procurement transparency,this thesis proposes some hypotheses on the relationship between the business environment and government procurement transparency.It uses SPSS24.0 to analyze the obtained data quantitatively by evaluating the indicators and questionnaires on 31 provincial government procurement websites nationwide.It was found that market players,government-business relationships,and government transparency have a significant favorable influence on the relationship with local government procurement transparency,and government efficiency has a significant negative influence on the relationship with local government procurement transparency,i.e.,the more active market players,the better government-business relationship,the higher government transparency,and the lower government efficiency,the higher government procurement transparency.Meanwhile,other factors that may influence local government procurement transparency,such as the innovation index,economic level,government capacity,judicial civilization index,trade dependency,and social credit level,are shown to have no significant influence on local government procurement transparency through empirical evidence.From the perspective of the business environment,this thesis proposes the following policy recommendations: first,to promote the development and competition of market players by taking the requirements of the business environment as the guide;second,to build a "pro","clear" and "new" type of government-business relationship as the core of improving government procurement transparency;third,to consolidate the foundation of "effective market + responsive government" by starting from the transformation of government functions;fourth,to continuously improve the construction of the business rule of law to provide the best guarantee for government procurement transparency within the framework of the rule of law.Although this study includes all the regions that are eligible for government procurement transparency assessment,the total sample size is still too small,leading to some limitations in the analysis results and the generalization of the conclusions.Further exploration and research will be conducted by combining panel data from previous years. |
