Study On The Function Of Township Government In Attracting Investment

Attracting investment is one of the important affairs and functions of the government.After the reform and opening up,the work of attracting investment has made great achievements.It not only boosts the rapid development of the national economy,bringing lots of job opportunities,but also introduces advanced overseas technology and management experience,promoting the improvement of people's living standard.Governments at all levels attach great importance to attracting investment,put forward a series of preferential and supportive policies,hold different docking activities in various forms,participate in the whole process of project signing and construction and engage directly in the work of attracting investment.However,the essence of attracting investment is actually a market behavior.According to the law of the market economy system,the market,rather than the government,should play a decisive role in the allocation of resources.The excessive participation of the government interferes with the role of the market.This traditional way of attracting investment has exposed a lot of problems,such as the serious industrial homogeneity,excessive competition,waste of resources,environmental damage and even corruption.The19~thh National Congress of the Communist Party of China pointed out that China's economy has gradually stepped into the new normal,and the economy has changed from high speed to high equality development.Meanwhile,guided by the idea of streamlining administration,delegating powers and optimizing service,the government is also reforming its functions comprehensively and deeply.The traditional way of attracting investment can not keep up with the new development situation anymore.Therefore,promoting the transformation of local government functions becomes a pressing matter of the moment.On the basis of summarizing research results of attracting investment at home and abroad,this paper will study the cases and causes of the government failure in the traditional way of attracting investment,further analyze the problems,find out the necessity and direction of the transformation of township government functions in attracting investment and finally give specific suggestions.Also,In order to make the investment attraction adapt to the new development situation,by using the survey research method,this paper analyzes the orientation of government functions in town A,city F about the process of investment attraction,aiming to find out how to play a better role of the government in attracting investment from the perspective of villages and towns.Through the study of investigation,literature and case analysis,we can see that in today's market economy system,if the local government continues to lead the work of attracting investment,the rate of the market resource allocation will be greatly affected and it will reduce the efficiency of attracting investment as well as bring a series of problems.The local government should take the initiative to adapt to the new background and situation of the economic development and transform government functions from dominant participation to service assurance in the process of attracting investment.In the specific work,the government should separate itself from investment attraction work and give the dominant position to the market and companies.The local government should shift to the perspective of investment attraction planners,service providers and supervisors to make scientific planning and layout for the local investment attraction work,improve basic supporting facilities,strengthen regulations,ensure the standardized market order and create a good business environment.It is hoped that this study can promote the optimization of the township government's functions in attracting investment.
