Strategic Thinking On The "must Be Exercised In The Sunshine"

In the seventeenth congress of CPC, there is a very famous statement: Power must be exercised in the sunshine to ensure that it is exercised correctly , this statement was inferred not by the absorption of failure of parties in other countries ,but also through the experience of our corruption struggle. Also, it is the inner requirement to strengthen the Party's governance capability and focus on building high-quality leading bodies.In this thesis ,concerning"Power must be exercised in the sunshine",the author stated some suggestions in five parts:In the first part, the author recalled the history of the statement and contemporary background of the world ,the country and the party.In the second part, to discuss how to realize exercising the power in the sunshine , the author stated from the oversight angle, that is strengthen oversight among the party ,the national congress, the CPPCC, the public and the media.In the third part, the author stated the necessity of exercising the power in the sunshine from the angle of building service-oriented government, that is strengthen the administration reform and build the regulations of a servicing-oriented government, with forward the power to the public as its core.In the fourth part, the author stated how to exercise the power in the sunshine from the angle of ruling by law. To exercise the power correctly , power must be regulated by law, and we must improve the legal system, deepen the reform of the judiciary system, strengthen the legal staff building.In the fifth part, the author stated how to exercise the power in the sunshine from the angle of combating corruption and upholding integrity. This is presented in two parts: improving the institutions for punishing and preventing corruption, and construction of the corruption bureaus.
