When discussing the third sector of China, we should not blindly copy the Western experience but from the actual situation. If we want to seek the development path of China's third sector, what we firstly should do is analyzing the special organizational environment of it.First,using the organizational environment theory to study the environment and the related interest groups of China's third sector. This part addresses that the third sector and the environment are interact and have mutual influence. On one hand,the organizations are adapt to the environment. On the other side,they are able to change the environment. The third sector can obtain a more favorable environmental space for development by mutual Game with relevant interest groups. In this part, also do the object definition. Using the Western concept of the third sector to sum up China's third sector is not appropriate.Therefore,after introducing a universal definition, the paper lists five typical patterns of China's third sector .Second,the description of the development background of the third sector. The differences of region and the the field of activities reflect the development characteristics of China's third sector. The core content of this part focuses on the present organizational environment of China's third sector by analyzing the relationship among the third sector, government ,market and public.Finally, the main parts, the development path of the third sector: getting space. The third sector in China is supposed to create favorable factors and open broader space for its development through transferring and expanding space. It is divided into two aspects to address in detail: first, the Government should change from "strict control" to "to create a more lenient legal space for the development of the third sector" ,and transfer space by the transformation of government functions. It's the third part of this paper. Secondly, the last part talks about that the third sector should take the initiative to establish a network of social relations, through the cooperation of the relevant interest groups and the introduction of social mobilization,to expand the environmental space to open up new path for the its own development. In this section, also do some research about the emerging third sector organization - NPI(Non-Profit Incubator).The pupose is to make more people concern about the situation of NPI and the third sector and give more recommendations for their development.
