Social policy, as the factor that can affect the citizen's welfare and the society's harmony, is a problem that no country in the world could avoid in the process of globalization. The study on the social policy has formed and developed into an important study field in western counties. As the main birthplace of western social policies, Britain's social policy, especially during the British welfare state period, is imitated by many western countries. Looking at the social policy's evolutionary process during British welfare state period, there is both successful experience and failing lessons, which are of great practical and theoretical significance to the developing countries, especially to China, a country being situated in the deep reform of social policy. Therefore, my paper, with British welfare state period as its background, tries to examine systematically and historically the social policy's evolution of this time, and to analyze the cause and features of its social policy's evolution with a method of combining history and theory, and analyze four pairs of contradiction between traditional and modern, between government and market, between equity and efficiency, and between right and duty, and finally finds out the significance to benefit our country's social policy reform.
