With the continuous development of Chinese economy, cooperation in the fields of energy, economy and trade between China and the Central Asian enlarged more widely and increase more frequently. Shanghai Cooperation Organization, which is constituted mainly by China, Russia and the Central Asian countries, and in this stage China will protect its own interests and play an important role in this area. For China, deeply research the situation in Central Asian region, and respond to changes opportunely, related to Chinese western border areas of security and stability, related to how to continue to maintain access to sustainable and stable energy requirements, so as to continue to advance our modernization drive and create a favorable external environment.This article attempts to combine the theory, history with present, expound the changes and the development in relations between the two countries, and get conclusions from a large number of facts, avoiding subjective judgment. The paper contains two parts: the introduction and the test. The introduction mainly introduces the current research status of this field, the problems and the practical value and theoretical significance of this work. The text includes four parts. The first part mainly introduced the Uzbekistan-Russia and Uzbekistan-U.S. relationship before 2005; the second part took Andijan event in 2005 as the breakthrough point, discussed the foreign policy of Uzbekistan-Russia in detail, as well as the further development of bilateral relations between the two countries; the third part analyzed the reason for change of bilateral relations between Uzbekistan and Russia; the fourth part discussed the effect of Uzbekistan and Russia's alliance to the two countries, and the influence to the Central Asia, etc. The conclusion part pointed out, the Chinese government should attach greater importance to Central Asia from both a strategic and an overall perspective, considering Chinese current status.
