As the country's Criminal Justice and Administrative Execution Power with arms, Public Security Organs assumes the responsibility of precaution and fight against crime, public security, and social order. As the direct wielder, policemen at grass-roots have been encountering more and more arduous missions and public requests in this new century, especially in the procedure of building well-off society in all-round way and a harmonious socialist society. Meanwhile, the role of modern social government is to convert gradually from the traditional administration into modem service. The role of Public Security Organs must convert accordingly. What can the policemen at grass-roots do next under new situations? Based on the work experience on policemen at grass-roots, the writer states that first of all, the role of policemen at grass-roots should be redefined and the role of Public Security Organs should convert from the traditional administration into modem service, that is to say, any work should adhere to service tradition—for the public, for the central government, and for the economic and social development, which is the trend to fit the role of the socialist government. Secondly, the fulfilling of service function should be converted, depending on the public instead of technical equipment simply.Based on theories of Law, Sociology and Principles of Management, firstly, the thesis clearly puts forward the details of service function of policemen at grass-roots, including salvage service, administrative service, mediation of dispute and community help and education service, etc. Secondly, in order to fulfill service functions, the thesis states the principles, including the mass line principle, the fair efficiency principle, the clear duty principle, and the general patterns, including community policing pattern,110 telephone pattern, and "window" service pattern. Thirdly, the thesis further analyzes the problems in fulfilling service functions at present, and concludes the causes from five aspects, law and regulations, one's own factor, and management system, and so on. Lastly, the thesis discusses how to improve the service functions from four aspects: thought security, mass-based, service ability, and system guarantee.The thesis adopts a method of case study and comparative analysis. Based on the work experience, the writer put forward some target-oriented suggestions for the policemen at grass-roots to fulfill service functions through the method of comparative analysis.
