Research On Improving The Social Comprehensive Service Function Of Tian Zhen Government

Since the 18th National Congress of the Communist Party of China,the functions of governments in China have accelerated their transformation into service-oriented ones,reducing micromanagement and direct intervention in economic activities,and paying more attention to strengthening macro-control,market regulation and public service functions,thus effectively deepening reform and opening up.The 19th national congress of the CPC set the strategic goal of "five-in-one" overall layout.The government should coordinate the common development of economy,politics,culture,society and ecological civilization and improve its ability to manage social affairs.In other words,the social situation in the new era has put forward many demands to the comprehensive service function of the government.This paper is mainly based on governance theory and service-oriented government theory to study the transformation of government functions in Tian town,Shandong Province?Taking government's behavior and function of Tian town as the investigation object,this paper has a detailed understanding of Tian town government's financial situation,function fulfillment,so as to solve the problems existing in the process of perfecting the social comprehensive service function.The paper is mainly divided into the following parts.The first part defines the relevant concepts of the government,government functions and the public service.The second part is the research on the financial condition and function fulfillment of township government in China.Through collating,analyzing and studying materials,and combining relevant theories,we draw conclusions.The third part examines the causes of perfecting the social comprehensive service function of Tian town government and discusses them from many angles.The fourth part is to explore strategies of coping the dilemma of Tian town government social comprehensive service function.The significance of this study is to find out what functions Tian town government has performed in the practice of grass-roots township management by analyzing the specific case of Tian town government management practice,restore a comprehensive and objective management panorama of township government,make a preliminary exploration on the transformation of township government functions,and put forward useful suggestions,hoping to break people's misunderstanding of township government and township cadres,in order to promote the township government functions.
