A Research On Grass-roots Government Function Transformation During The Process Of Urbanization

Urbanization, as one of the impetus and result of modernization, plays a significant role in the developing process of every country and area. China is a typical country that was developing modernization and entering into urbanization under the drive of government. The government takes an important responsibility in the process of urbanization. The grass-roots government is the foundation of regime in China, the tie and bridge for the Party and government to communicate with the mass, and also it is the direct leader, organizer and impeller of the urbanization process. The position of the grass-roots government is very special. The accuracy of its role and function positioning is of great importance. The performance of the grass-root government will directly affect the implementation of the urbanization, the stability of state regime and the development of economy and society.This paper takes the township (urban streets) as a research object, which is the most important body of urbanization . We evaluate the function transformation of the grass-roots government under the background of urbanization. Through the introduction of a case of function transformation process during "change town into urban street", the paper analyzes the reasons and problems of such function transformation and then raises related advices. Upon the case study, the paper points out that in order to face the new challenges brought by urbanization, the grass-roots government shall weaken its economic function, but strengthen the functions of social management and public services. Besides, it discusses the paths how grass-roots government strengthens the functions of social management and public services during the process of urbanization.The grass-roots government should renew its administrative management concept from the antiquated development concept to scientific development concept and change from administration government to public service government. It should strengthen the function of social management and public service through building social security system and social conflict solution system, providing labor employment service, enhancing population and environment management and fostering civil society, and further to promote the urbanization process and ensure the establishment of a harmonious society.
