South Korea and Japan are the neighbors and the two countries have long historical contacts.Both of them are very important in the area of Northeast Asia and jointly in the US-led military alliance system.The relationship between South Korea and Japan is mutually beneficial.During the Cold War,the two countries realized the normalization of relations with the help of the United States.However,the direct communication between the two countries was rare and relations between the two countries were confined to the institutional framework of the Cold War.After the Cold War,international situation changed tremendously.Kim Dae-jung's visited to Japan and the announcement of South Korea-Japan Joint Declaration indicated that South Korean policy towards Japan adjusted largely and the relations between the two countries subsequently entered a new historical era.But under the influence of historical,territorial,economic and trade issues,the two countries have always maintained a kind of "near and far" state,which restricted the development of bilateral relations seriously.Based on the review of previous administration of South Korea,this article focuses on analyzing the administration of Kim Dae-jung's policy towards Japan,strategic intent and influence.Since the implementation of the policy towards Japan,the contradiction between South Korea and Japan has been alleviated.South Korea-Japan fishery was negotiated successfully and the situation on the Korean peninsula has been stabilized. With the economic assistance from Japan,South Korea alleviated the domestic financial crisis,which created a favorable external condition for the smooth implementation of the "sunshine policy".The Kim Dae-jung administration's policy played essential role not only in the improvement of new partnership but also in laying far-reaching effects in the coorporation between the two countries.Analysis of Kim Dae-jung government's policy towards Japan will help us to better understand the history and the status quo of South Korea-Japan relationship,which might lead to the reference and inspiration in our study of the trend of the bilateral relationship...
