County, as the most stable regional administrative establishment, constitutes the basic unit of the political body, regional economy and comprehensive community in modern China. In the process of"dual transition", the unbalanced development among different regions in China is assuming new characteristics. In the tendency of planning urban regions and rural regions as a whole, regions around big cities are witnessing an accelerating process of urbanization, while in the vast rural regions dotted only with small or medium-sized cities, with county being the unit, the integration relationship between cities and towns and villages is also constantly gaining strength and it can be expected that a"new type"of county .This needs a new type of county-level governance, which requires more from our county governments, so their functions must be adjusted. It is an inevitable historic responsibility of county-level government to select a feasible marketization and industrialization road to actively promote specialized county-level economy, to build a new socialist countryside. In order to realize the goal of"good governance", county-level government must respond to the new requirements of county-level governance and adjust its functions timely and scientifically.From the point of view of public administration, under the direction of urban-rural dualistic structure theory, social transformation theory and governance theory, the author took Bazhou district as a case for his study to try to reveal the basic logic of the transformation of the county-level governance and actual problems confronting it, to analyze the law and principles of function-adjusting of the county-level government and to advance his ways to improve county-level governance and to deal with the problems possibly emerging from the function-adjusting of county-level government. |
