| "When a county is governed,the world is safe".For a long time,the unique political status of the county government has determined its important function of carrying on the top and bringing down the bottom,not only to implement the lines,guidelines and policies of the Party Central Committee and higher governments,but also to play a leading role in the governance of the county and promote the development of various economic and social undertakings within its jurisdiction.At the same time,the characteristics of the times also constantly require adaptive changes in the functions of the county government,especially after the reform and opening up,the process of changing the functions of the county government has been significantly accelerated,and the functions of the county government have gradually been clearly positioned.However,the phenomenon of "misplaced","overstepped" and "missing" in the performance of county government functions still occurs frequently.At present,China is striving to promote the modernisation of new towns and cities with counties as important carriers,and to achieve the goal of strengthening counties,so promoting the optimisation of county government functions has become a major issue that needs to be addressed by the government.Based on the actual situation of Yuzhong County Government in Gansu Province,this paper adopts the basic logic of "function-duty-agency" and uses the case study method and in-depth interview method to shift the perspective to the government system and discuss the work tasks,authority and responsibility allocation of county government departments.The problems and reasons for the poor performance of government functions in Yuzhong County are analysed in four aspects,including performance evaluation,interface of responsibilities,establishment and e-government,and the path to optimise government functions in Yuzhong County is proposed,including improving the performance evaluation mechanism,establishing a standardised responsibility system,resolving the contradiction between supply and demand of establishment,strengthening e-government construction and promoting government management innovation.This paper consists of five parts: the introduction introduces the background and significance of the study,describes the current situation of domestic and international research,briefly describes the research ideas and research methods,and elaborates on the key points,difficulties and innovations of the study.The first chapter defines the core concepts involved in the study,including county government,county government functions,county government responsibilities and county government function optimisation;and lays the theoretical foundation for the subsequent study,including the theory of responsible government and the theory of government function allocation.Chapter 2 introduces the evolution of government functions in Yuzhong County and the current situation.Chapter 3,based on the results of interviews,explores the problems in the performance of government functions in Yuzhong County and discusses the causes of the problems.In the fourth chapter,based on the results of the analysis,and taking into account the existing experience and the realistic needs of the Yuzhong County government,countermeasures and suggestions are proposed to optimise the government functions in Yuzhong County,so as to promote the "administrative and service" reform and the construction of a service-oriented government. |
