In the period of globalization, the international issues broke out time by time. Area conflict, social crises, natural disaster broke out. None of the government can get rid of facing the public incident. In this crises period, as the governor of the public affairs, public policy maker, public power apply and also the public service provider, government must manage the public crisis to optimize the control and minimize the society damage brought by the public crisis.Base on China's situation, we have not built up effective mechanism of public incident management. NGO grow and developed very fast, taking the participation of varieties of public affaires. It's more and more becoming a necessary part of the public crisis management, NGO involved more and more public crisis incident, with power and wisdom. Governments are no longer isolated with the nonstop pursuit and selfless support of NGO's. Because of NGO's involvement, main part of the citizen society also take part in the incident management which was only solved by the government before. So this essay will focus on the role, the role of the NGO, and how it works in the management of the disaster crisis.This essay will research from the following 4 sections, first discuss the importance, document quoted and research method. Second, specify the core definition mentioned in the essay, and state the theory related. Third, base on the second section, analyze the cooperation experience between foreign NGO and government. Compare the situation of current coordination between NGO of China and government, and analyze the reason of thus. Forth, provide suggestion and direction according to the previous section.
