Ngo Behavior Of Government Regulation, Natural Disaster Response

China is the country which natural disasters occur frequently, NGO as the main body of the civil society, because of its unique superiority, whic-h plays an irreplaceable role in the natural disaster response. Because of t-he existence of "Voluntary Malfunction" and "Commonweal Malfunctio-n", it's necessary for the government to regulate the NGO's behavior. Ho-wever, the present effect of the regulation on NGO'behavior is not satisf-ied. This thesis starts with the governmental regulation on NGO's behavi-or, discusses how to display the functions of NGO and avoid the malfunc-tions, and finally realizes effective management goal.Firstly, the thesis states some theories basis of governmental regulati-on on NGO's behavior during natural disaster response, which includes r-egulation necessity, contents, means as well as influence factors. Meanw-hile, describes the relationship with government and NGO from some dif-ferent ways, such as Management Theory, Satisfier Governance Theory, Global Management Theoty, Public Management Theory as well as Civil Society Theory.Next, it analyzes the problems and reasons in governmental regulati-on on NGO's behavior during natural disaster response. The main proble-ms are the government does not mobilize NGO to participate in natural d-isaster response forcefully, resources and information do not integrate pr-operly, NGO's behavior does not regulate vigorously, and the relationsh-ips of each aspect do not coordinate effectively.That's mainly because of the governance bias cognitions on NGO, imperfect law system and instit-ution, as well as inadequate development of NGO itself.Finally, the thesis proposes some measures to perfect the governmen-tal regulation on NGO's behavior in natural disaster response:give a clear definition on roles and relations between the government and NGO; amp-lify the law system; improve the supporting policies; perfect the cooperat-ing agencies; in order to promote NGO's development in an all-round w-ay to adapt the natural disaster response.
