It has been well-known as Anti-opium Campaign before the opium war, but Anti-opium Campaign was less concerned after the Revolution, especially lacking of a systematic inspection operation for State's legal system inside.The thrust of the campaign in the complex international and social background involved the government itself, the international influence and the civil participation whatever be passive or spontaneous.Using the Yunnan anti-opium campaign as the breakthrough point, this paper will research the major aspect of the legislation, actual implementation of the anti-opium law, including international attitude and impact, the government' original intention of legislation ,specific measure and the result of the law in the local.To learn about the early day of the Republic of China' legal system and focus on the exploration of the required conditions, environment and methods of solving a social problem in the legal system transformation process of china.
