| Philanthropy is one bottom-up"Building"which can only be build up very slowly.There is no doubt that, only by the support of a strong political system as well as a soft cultural can make it to be more reliable and more lasting. Throughout history, the biggest hurdle for the development of Philanthropy is the lack of institution and strong cultural foundation.In the period of the Republic of China, the changes of regimes, the ravages of war and the frequent outbreaks of natural disasters, played a significant impact on the traditional passive attitude to Philanthropy of the Rulers. Especially in the period of the Anti-Japanese War, the existing charity system and charities can no longer be capable of the numerous and complex work, a number of charitable emergency regulations were legislated to meet the needs of war by the Naming National Government for one hand, which also promulgated some adjustable charitable laws and regulations to focus on the long-term goal of nation-building on another hand, while adhere to the position of the equal emphasis on support and supervision. The rectifying supervisory system of the charities has become more perfect and mature, which led the development of the Charity to a small peak. The research of this paper is based on the period of the Anti-Japanese War, and take the Anti-war and the modernization of China's legal system as background node.In the period of the Republic of China, Philanthropy had a prosperious development, and the establishment of modern society charity legislation stepped into one fast-growing epoch. This paper is based on the carding and comprehension of this period's documents, , especially focuses on the trend of legal socialization during this period, trys to analyze its legal system, and reviews the national government charity standard, promotion and facilitation , to sum up the experiences and the provide reference for today's charity legislation and social security legislation.
