This paper picks the US-China Economic and Security Review Commission with the relevant materials for discussion. Put into the US Trade policy policy-making the framework, the paper focuses on the congressional perspective of the policy-making process and try to figure out the US-China Economic and Security Review Commission's role in the US trade policy toward China. The paper concentrate on What the Commission is, What does the Commission do and How the Commission do their job, and last but the same important, what are the implications of their work, both to the US and China.The paper pays much attention on the six annual reports of the US-China Economic and Security Review Commission and its recommendations to the Congress, which is regarded as the input of the political process. With a subtle review of the Congressional bills and legislations related to the Commission, the paper put its interests on the effect of the Commission's role in the making of the US China Trade policy. Besides, the paper also highlights the Commission with media coverage which includes three media, The New York Times, The Washington Post, and The Washington Times.The article falls into five parts: the Introduction part is an overview of the literature review. Chapter One includes the introductions of the Commission and all its Commissioners, and try to make a background analysis of these Commissioners. Chapter Two analyzes the six annual reports submitted to the Congress and try to figure out the Congress's Trade Agenda of the US-China economic relations. Chapter Three put its emphasis on the Congressional activities and the analysis of its Congressional Hearings. Chapter Four analyzes Commission's influence in public spheres, the focus was put on the The New York Times, The Washington Post, and The Washington Times. After the analysis of this coverage relevant to this Commission, it concludes that the mainstream press overlooks the recommendations of this Commission. Last but not the least important, the paper try to concludes with some policy recommendations.
