Since 1990, the unite states has adopted intervention trade policy at multilateral level, at regional level and at bilateral level in order to expand its market for its advantage industries. To realize its aim, the unite states resort to combination of WTO mechanism and unilateral policy more and more. As a typical democratic nation, its most striking characteristic is legalization of trade policy. The administration authorities are required to carry out trade policies in accordance with corresponding trade acts. It is up to the Congress to establish trade acts. As a consequence, in view of political economy, trade policies makers are those who can affect the congressman election and the president election. Against this backgrounds, in order to analyze Unite States trade policy toward China, we should take into consideration both the political economy analysis of US foreign trade policy and the characteristic of trade relations between US and China. In additional, the bilateral political relations should also be considered. In the future, Unite States will expand Chinese domestic market for its advantage industries and extend bilateral trade relations. At the same time, more trade issues, such as antidumping toward China, export restriction to China, will happen because of the trade protectionism group in US and uncertainty of bilateral political relations.
