Both the more traditional pragmatic perspectives (Stephen J. Andriole, Jonathan Wilkenfeld and Gerald W. Hopple,1975) as well as the more modern and more nuanced stances on foreign policy theory (Glenn Palmer&T. Clifton Morgan (2010), as well as (Plano, J.C.&Olton, R.,(1982) and Frankel, J.,(1963) do acknowledge the wisdom of conventional wisdom that has always viewed foreign policy as an extension of domestic policy. It is perspective on the relationship between foreign policy and domestic policy that provided the theoretical framework for the case study inquiry into how changes in domestic policy stances in both Tanzania and the Peoples Republic of China tended to influence changes in foreign policy directions governing Sino-Tanzanian trade and diplomatic relations. The hunch for which literature review and interview evidence was sought to support or disprove was that Sino-Tanzania trade and diplomatic relations often blossomed wherever there was a measure of convergence in the domestic policy orientations independently being adopted by both Tanzania and China. The literature review and interview evidence support the following thesis:that the adoption of socialist oriented as well as anti-Western domination domestic stances in both Tanzania, under the leadership of the late Julius Nyerere, and China, the late Mao Tse Tung, coincided with highest level of close trade and diplomatic relations between the two countries. This was the period from the late1960s to the late1970s. The study findings do also suggest that subsequent domestic policy shifts in both Tanzania and China have influenced changes in content and form of Sino-Tanzania trade and diplomatic relations from the1980s up to day. It is furthermore shown that future changes in domestic stances in Tanzania seem to be under way, especially relating to Tanzania's role in East African Community integration process and greater appreciation of the need for intensifying South-South cooperation. These changes permit one to be confident that there is likely to be greater intensification of Sino-Tanzania trade and diplomatic relations.This dissertation covers five chapters whereby chapter one comprises:introduction, statement of the problem, research objectives and research questions, significance of the study, scope of the study, framework of the study and innovative features. In chapter two broader studies from different scholars have been visited to make the dissertation credible. Chapter three presents the methods that were used in collecting data such as interviews and documentary review. Research design, strategy, research setting, ethical issues and data analysis are also covered in this section together with limitation of the study. To make the dissertation feasible, empirical information derived from primary data and analytical information derived from secondary data, data display and data verification were analyzed and put together. Chapter four present and discusses dissertation findings while chapter five concludes the dissertation along with recommendation.
