Sino-us Cooperation On Non-proliferation Research

Security is the vital premise of a nation's interests and development.It's the existing problem a nation must always face.Since the Cold War,national security has changed a lot in the United States,so the security strategies of America have altered as well.In order to safeguard the national security and to cope with non-traditional threats to security,America has been continuously adjusted its nonproliferation strategies and heightened it to national security's level as well as maintaining the national security policies of the Cold War.Furthermore,the policy of unitary nonproliferation of weapons of mass destruction has changed to "Preventing and Combating" form.It has played an active role of building the mechanisms of international and local nonproliferation.After Sept.11th attacks,the government of the United States has inspected the national security-proof mechanisms multi-dimensionally and tries to keep the potential security danger under control.In order to protect the ships,attack the terrorists on the sea and guarantee the safety of every container,in Oct.2002,America issued CSI,and puts it in practice in 58 ports in succession.CSI is the outcome of marine trade development and proliferation of weapons of mass destruction.CSI is also one of the major measures of nonproliferation policies.America takes every effort to block the transmitting channel of weapons of mass destruction through containers,keep the threats of weapons of mass destruction on the sea in the bud or out of America.CSI incorporates the nonproliferation cooperation between foreign countries and the United States.However,CSI reflects the necessity of global development and hegemonic politics from the angle of its essentials and executive process,and in turn, the conflicts between nonproliferation cooperation and sovereignty demisability turns up.So there are different attitudes from rejecting,ignoring to cooperating as far as CSI is concerned.To China and America,CSI is the embodiment of nonproliferation cooperation and beneficial trials to quest cooperation security and create win-win situation between two countries.Now our country adopts the active participating attitude.In succession,Hong Kong,Shanghai,Shenzhen and Gaoxiong(Taiwan) have entered CSI and achieved certain results.China and America have many concords and discords in nonproliferation cooperation.As deterring weapons of mass destruction and its carrying facilities benefits both sides,there are many collaborative potentials existing between us. Nonproliferation cooperation has enlightened Sino-America relationship.As CSI is an important part of Sino-America nonproliferation cooperation,this thesis focuses on CSI,from the aspects of its backgrounds and contents to executing situation and effect analysis in our country.The theoretical basis includes American nonproliferation policies,different unscrambling of CSI and analysis on "security dilemma" and "cooperation security".It is researched in this thesis the cooperation and practice in the field of nonproliferation,esp.the security of containers.It is discussed the effects on our national security and economy of CSI,China's responding policies and the foreground of CSI.
