Drugs and Drug-related Crimes (DRC) have existed for a long time, and can be seen widely in the world. Since some medicines had been abused and then became drugs like opium, cocaine etc., human has been fighting a hard war against the DRC. Unfortunately, DRC is growing rapidly and widely in spite of the world-wide strike. More and more people and area has been affected. Drugs are doing destruction more seriously.Since the opening up of China in 1980s, drugs what had disappeared once spread secretly and rapidly in China yearly. With the deepening Reform and Opening up, China is changing from a drug transit country to a consuming country. This affects our economic development and social order seriously. Growing drug consumption, growing drug addicts, especially teenager drug addicts, cause a series of social issues. It is urgently important to prevent teenagers from drugs and DRC. In this article, a case study of Shanghai, according to the actuality of teenagers commit DRC, a new teenager DRC prevention model is conceived.This article is divided into seven chapters.Chapter 1 is the summary of DRC. The definitions and characteristics of drugs, the conceptions of DRC are introduced. Chapter 2 introduces the characteristics and actualities of DRC, analyzes the current characteristics of DRC in foreign countries. The actuality of DRC in China is discussed through different scholars' points. Internal and external Crime Prevention Theories are discussed and compared in Chapter 3. Chapter 4 is a case study of Shanghai. The characteristics of DRC committed by city teenagers are introduced. Chapter 5 discusses the subjective and objective reasons that why teenagers commit DRC. In Chapter 6, a new teenager DRC prevention model which would be executed by governments, communities, schools, families is conceived according to the discussion of the limitation of current teenager DRC prevention model. Chapter 7 is the conclusion. I hope the new model will prevent the teenagers from DRC from the beginning, and will give them a better future.
