Research On The Precaution And Control Measures Of Drug Hazards From The Perspective Of Risk Society

With the development of globalization process,the spread of social risk is accelerating simultaneously,which may threaten human survival and progress.Under such a social background,the Risk Society theory has emerged,which reveals the current social situation with thousands of risks.In the Risk Society theory,the risk is accompanied by the development of modernization.It is spreading worldwide and needs to be solved by the institutional introspection.The drug hazard is accompanied by medical modernization as a global social risk.Prevention and control measures of drug hazards are establishing well in China.Undoubtedly,it's feasible and realistic to prevent and control drug hazards in the Risk Society theory.In the risk society,there is no doubt that the drug hazard is growing exponentially on individual,community and country.All kinds of drug abuse,drug crime or drug subculture could affect human being directly.From the Risk Society perspective,the reasons for arising drug hazards are as followed: in the early risk stage that lacks of warning;the special stage of social transformation in China makes the risk of drug hazards continue to expand;the government risk management needs to be improved;and the imbalance of responsibility for drug risk causes “organized non-responsibility”.Otherwise,in the globalization process,drug subculture is also rapidly spreading,which erodes our spirit and morality.In view of the above reasons,to prevent and control the drug hazards effectively,the drug testing system including induction the general testing,focus places random testing and focus groups regular testing should be established to fill up the risk warning.A drug hazard precaution and control system,which has “a net”,“a map” and “three links” should also be built to cope with the extensive risk.The advantages of spirit of law in risk efficient solutions should be impressed.The responsibility on drug risk must be cleared to cohesive all power which are responsible for the drug hazard.The spread of drug subculture should be hindered by taking into account both virtual space and real society,increasing global cooperation on drug risk government and strengthening the awareness of drug risk.Although the measures are macroscopic,they can provide new opinions for the government on the precaution and control of drug hazards.
