| The comprehensive competitiveness of a nation is fundamentally decided by its capability on science and technology. As a main mean to obtain competitive advantages, the theft of science and technology is increasingly threatening the national security, typically in defense science and technology area. With the deepening of reform and opening up, the fast growth of economic development, and the improvement of science and technology capabilities, a mass of valuable scientific achievements have been emerging, which requires the strengthening of science and technology security. There have been some problems in sci & tech secrecy activities inadaptable to new situations in the past long period, which mainly include incomplete procedures and non-formal activities in determining confidential information, insufficient activities in releasing confidential information, outdated regulations and rules of managing confidential information. To constitute defense sci & tech secrecy measures that meet global situation changes, we need to learn from other countries and analyze our national sci & tech secrecy system, thus to build our own updated defense sci & tech secrecy management system.In this paper, the related concepts of secrecy activities are defined; the subjects and objects of defense sci & tech secrecy and the secrecy needs of scientific research and technology transfer are analyzed; and the characteristics and implementation of sci & tech secrecy laws in US and other developed countries are investigated. Based on above analysis, our existing protection systems of national security, sci & tech security, military secrecy regulations, and national defense sci & tech information are analyzed. Finally the current situation of national sci & tech secrecy is analyzed, the problems of national sci & tech secrecy are investigated, and the recommendations to improve national sci & tech secrecy system are brought forward from the following three aspects: the relationship of protecting information and releasing information, the relationship of sci & tech secrecy and scientific talents, the relationship of protecting defense sci & tech security and setting up national innovation system combining military and civil needs together. |
