Government public management refers to the social activities that the government, as the public management subject, manages public affairs with public power in order to solve public problems and achieve public benefits. From the view of new public management theory, government public management has realized socialized management to certain degree.Socialized management needs the participation of the social organizations. And the governmental projects provide more affability and possibility for social organizations, which enjoys the characteristics of sociality and non-profit, to involve in this comprehensive project.By social service purchase government establishes a cooperative relationship with social organizations. And by the detailed division of management radius, the government focuses on the formulation and supervision of public policies, while social organizations take on the mission of public service. And in this way the government can strengthen the particular role of social organizations in social development and realize the socialization of public management.The Seventeenth Congress of the CPC indicated: to support the labor union, the Chinese Communist Youth League, the women's federation and other people's organization, according to law and regulations, to participate in public social management and public service, to protect the legal rights of the people. Civil society has developed rapidly since the reform and open policy, especially the 90s last century. A lot of social organizations have emerged to play more and more important role in social development. However, due to the starting stage social construction still has many problems and drawbacks. With the advance of social construction and effort of the government, social organizations and others, the service purchase of Chinese government will become more and more perfect and mature. Government purchase should be recognized and propelled by the creation of concept, law, police and system.The paper, based on the case study of the participation of youth affairs of Shanghai Sunshine Community Youth Affairs Center (SCYC), investigates its background, structure, process, effectiveness and so on. There are two assumptions: one is that the governmental public management is dividable and the effective way of realizing governmental affairs is government purchase. And social organizations who act as the cooperator with the government will be taken as the main carriers of government projects. The other is that for the social organizations to participate in the governmental affairs they should reflect their advantages, get the support from the policy, the law and the system. And social organizations should play more import role by making their own capability more perfect.Based on the two assumptions, the paper proves and analyzes the following points of views: the first is that the detailed division of governmental management should become more perfect so as to meet the transformation of government's functions. The second is that with the transformation of the concepts and functions of the government, the social service purchase will propel the development of public management and the cooperative relationship between social organizations and the government. The third is that social service projects should be carried out by social organizations with the support of policy, law and system. And the development of social organizations is the fundamental guarantee for the social projects to be fulfilled.
