Discussion of a harmonious society, China has become recently one of the major theoretical academic landscape. We want to build a harmonious socialist society should be the democratic rule of law, equity, justice, sincerity, amity, vitality, stability and order, man and nature live in harmony. Government to build a harmonious socialist society is the leading force, civil society is to create a harmonious socialist society based on power, the government correctly handle the relationship with civil society is essential. Proposed to build a harmonious socialist society, that is, our society is based on a relatively harmonious society, there are still many of the phenomena and the factors of disharmony. Transition in the system, our government and civil society relations in the real world is still faced with many problems, mainly institutional aspects, these problems are not properly resolved, the building of a harmonious society will have a very adverse impact. So we have to straighten out in the reform of the Chinese Government and civil society relations, this article from the reform of government institutions, the rule of law and government to develop three aspects of public policy to rationalize the government and civil society relations. Harmonious society, in essence, should be the state and society, the Government and civil society in the best condition of the positive interaction. The building of a harmonious society in China as an ideal social model, the core is through the power of society to achieve social harmony and positive interaction, that is, through government, civic organizations and business organizations interact to develop civil society to reduce the cost of social governance, so as to achieve social harmony. Civil society to achieve the objective of a harmonious society is an ideal way. Civil society is not only a "citizen" who constitute the social identity, but also provides an opportunity for ordinary citizens play a role in society. And citizens to play a role in the community, it is necessary to actively intervene and participate in national public affairs and public life. As the German philosopher Habermas said: "Civil society is a modern society, a special part of life, which for everyone's participation and open, even though everyone is not in the actual participation of the same." A healthy and orderly civil society, is not only a highlight the value of the rights of citizens of a democratic society, but should be an advocate for citizens to participate in the awareness of social responsibility. Building a harmonious socialist society need the bottom-up cooperation, the need for the Government and civil society of the two-way interaction between the two.
