Illegally Discipline Early Warning Mechanism

This paper analyzes the Shanghai police's violations of law and discipline and its construction of pre-warning mechanism.Absorbing successful experiences both at home and abroad,this paper puts forward suggestions on how to improve the pre-warning mechanism to prevent violations of law and disciplines,to clarify and optimize the police force and to promote China's policing to develop into a system of a comprehensive rule of law,institutionalization and standardization.Through the analysis of statistical data and the successful experience of the international police,this paper points out that the construction of pre-warning mechanism to prevent police's violations of the law and discipline should enhance the following 8 parts:information analysis, education,power regulation,synchronous real-time monitoring, prevention from the source,transparent operation of power,responsibility and a comprehensive monitoring.
