During the period of transition, the governance structure of "strong state and weak society "in china has demonstrated its weakness in solving social problems. Therefore, it is important for China to establish the cooperation mechanism between state and society at the least cost.This essay attempts to analyze the relations between non-governmental organizations and government as well as their cooperation model in the context of China. Taking the case of Shanghai Women's Federation and Shanghai Municipal Government, the author summarizes five cooperation models of the two actors, those are, participating in the decision-making of public policy, undertaking practical projects of government, developing professional service entities in communities, establishing coordination organizations and giving full play to the function of key management based on network of woman's organization. This essay tries to combine the theoretical and empirical analysis with the development history of Shanghai Women's Federation. From the perspective of the unique advantage and resources and structural barriers, this essay explores the possible approach for non-governmental organizations and government by case studies.
