Under the influence of the market economy,the relationship between the state and the society has been continuously reconstructed,and the relationship between the party and the group has gradually been adjusted.The reform of the Central Committee of the Communist Party of China requires group organizations to "enhance three good characteristics and discard four bad ones."The "project-oriented" social service approach has gradually become the new orientation and important catcher of group reform.Under the spirit of the central group reform and guidance,the Shanghai P District Women's Federation conducted a series of explorations and innovations.In the empirical research,the author finds that the Women's Federation,one of the legitimate purchasers,adopts a differentiated action strategy with other purchasing entities(civil affairs,disabled persons,etc.)to treat social organizations when purchasing social services from social forces.On the basis of the introduction of third-party assessments for evaluation guidance,the Women's Federation is still fully involved in the project.This has become the problem consciousness of this research.It is just insufficient to study the women's federation's deep participation in the purchase of social service practices and the interaction between women's federations and social organizations.Therefore,based on the project practice of the P-party Women's Federation in Shanghai,this paper reviews and reflects on the theory of "strategy system","rational choice" and"cooperative governance".The author attempts to establish an analytical framework of"strategic rationality-strategic cooperation' and deeply explores the interaction between women's federations and social organizations in the "Home Center" project of the P-region Women's Federation.The study found that social organizations entered the purchase service field provided by the Women's Federation system.Under the rational logic of bureaucratic hierarchy,the women's federations in the P district have adopted several different strategies for social organizations.In response to the different action logic of the Women's Federation,social organizations have adopted several corresponding strategic cooperation in order to realize the effective provision of project services and their long-term development.Finally,the results of many years of practice in the "Home Center" project of the P-party of the Shanghai P District are as follows:the advantages of the Women's Federation under the dual attributes,the precise response of the social needs under the cooperation of the two parties,the structural optimization of community governance under the joint participation,and the social organization Long-term development.These four aspects specifically explain the multiple social effects of the cooperative management of the Women's Federation and social organizations,with a view to providing a reference practical basis for the transfer of government functions and innovative social governance.
