Women's federation organizations are bridges and taches linking the Party with women. At present, Zhejiang has already formed a rural organizational system consists of women's federations at township (town) level, women congresses at villages, township and village enterprises, and an urban organizational network consists of women's committees in the Party and the governmental departments, and women's organizations and groups in the private sector. However, the grass-root women's organizations are facing great challenges. The cancellation of the townships and merge of the towns results in the shortage of full-time women cadres at the town level. The access to resources within the organizations is unbalanced. The benefits polarization within women groups is becoming more distinct. There's stratification within the women. Women with different education degrees have different cognitions of women's federations.During their reforms, Zhejiang women's federations have adjusted and strengthened women's organizations to innovate in the grass-root organizations, and increased their efforts to build women's organizations in the new economic organizations and the new social strata. Along with the construction of the new countryside, a diversified, all-around and open organization network has come into being. However, there are still problems such as the unbalanced development, comparatively lower quality and salaries of the grass-root women cadres, to-be-improved organizational service capacity and long-term mechanism.With the questionnaires from grass-root organizations and cadres of the women's federations in Zhejiang, the paper analyzed the correlations between the variables and grass-root organizations'willingness to reform through Multinomial Logistic regression with the SPSS. The results indicated that the main determinants of grass-root women's organizations willingness to reform included organizational levels, organization service capacities, quality of women's federation cadres, and organizational budget.On the basis of the research findings and model analysis and in line with the characteristics of the grass-root organizations of women's federation in Zhejiang province, the author argued that the grass-root organizations of women's federation should be reformed from the following four aspects: First, improve the construction of the grass-root organizations. Second, improve the comprehensive quality of grass-root cadres. Third, innovate in the operation mechanism of the grass-root organizations. Fourth, enhance the construction of the service capacities of the grass-root organizations.
