Chinese society is now experiencing a transformation process from traditional society to modern society, in which the Non-government Organizations is also growing gradually as the carrier of civil society. The change of the social structure and benefits pattern of this period has brought pressures to public policies in many aspects. As the perfection of democratic politics is going deeper, the public policy making of citizen through the Non-government Organizations is inevitable. However due to many reasons the participation of the Non-government Organizations in public policy making is not enough and need modifications. This paper gives a detailed description of the meaning, pattern and means of the participation of the Non-government Organizations in public policy making by considering the characteristics of the Non-government Organizations. It also analyzes the course, type and route of the participation of the Non-government Organizations in public policy making, and points out the weak points and the reason as well. Based on a case of the participation of the Non-government Organizations in public policy making in the Yangpu district in Shanghai and some western modern countries' experience in this field, this paper gives some plans and measures on the perfection of the participation of the Non-government Organizations in public policy making. This paper is devoted to pushing forward the scientific and democratic process of public policy making in China.
